A few things...
The trade to St. Louis is a definite plus because of the power potential... but his batting average is just dismal, and there is nothing to indicate that it will be any better than in the .250s because, historically, he just doesn't hit the ball into play as often as your average major leaguer.

Still, because he plays at one of the slimmest positions in baseball, he is worthy of a draft pick... the later (and cheaper) the better.

Imagine getting 30 HRs from your SS position for less than $10?
